CAGD Beats October 16 Deadline, Settles Promotion Arrears for 56,003 GES Teachers

ACCRA, Ghana — The Controller and Accountant-General’s Department (CAGD) has completed promotion-related salary adjustments and arrears payments for 56,003 teachers under the Ghana Education Service (GES), beating the October 16 deadline agreed with teacher unions.

In an official statement released on Thursday, October 15, 2026, the department revealed that payments covering salary adjustments backdated to January 1, 2026, have been successfully processed and disbursed.

This comes months after CAGD warned it would suspend salaries of workers without verified Ghana Card from March 15 as part of efforts to sanitize the payroll.

Payment Breakdown

According to figures released by CAGD:

  1. 49,725 teachers received their promotion arrears on October 15, 2026, alongside their regular October monthly salaries.
  2. 6,278 teachers were paid earlier in September 2026.
  3. 56,003 teachers in total have received full clearance and disbursement.

Status of Outstanding Cases

Out of the estimated 80,000 teachers reported to have been promoted by the GES, supporting documents for 56,633 teachers were processed and submitted to CAGD for audit and verification.

CAGD noted that 630 cases remain pending due to documentation discrepancies identified during auditing. This follows the Service's recent strict disciplinary stance, including when GES suspended a teacher at Okadjakrom SHS over sexual misconduct for violating professional conduct.

Furthermore, 23,367 promoted teachers have yet to have their supporting records processed and forwarded by GES to the department for payroll verification.

Background to the Resolution

The payout follows a consensus reached during a high-level stakeholder meeting on October 2, 2026, at the Ministry of Education. Representatives from the Ministry, CAGD, GES, and teacher union leadership agreed on October 16 as the definitive deadline for settling all verified promotion arrears.

The Ministry has been active in recent reforms, from probing the alleged GH¢30,000 bribery in school placement to its partnership where the government will pay GH¢994 per student for private schools under Free SHS.

The department commended the leadership of the GES, teacher unions, and partner ministries for their cooperation in achieving early resolution of the payments.
