PURC Announces 1.14% Electricity Tariff Increase, Water Tariffs Unchanged

The Public Utilities Regulatory Commission (PURC) has announced a 1.14% across-the-board adjustment in electricity tariffs, effective October 1, 2025. Water tariffs, however, will remain unchanged for the fourth quarter of the year.

The announcement, made in a September 23, 2025 press release, forms part of the Commission’s quarterly tariff review mechanism, which tracks key economic and operational factors beyond the control of utility service providers (USPs). These include the Ghana Cedi–US Dollar exchange rate, domestic inflation, the electricity generation mix, and the cost of natural gas.

For the fourth quarter, the Commission applied a projected weighted average exchange rate of GHS12.3715 to $1, with an annual average inflation rate of 12.43%. The generation mix remains unchanged from the previous quarter, with hydro at 28.80% and thermal at 71.20%. The Weighted Average Cost of Gas (WACOG) was maintained at USD 7.7134/MMBtu.

As a result, new electricity rates have been approved for customer categories. Lifeline consumers (0–30 kWh) will now pay GHp80.4389 per kWh, up from GHp79.5308. Residential customers consuming up to 300 kWh will be charged GHp182.2442 per kWh, while those exceeding 301 kWh will pay GHp240.8059 per kWh. Service charges for both residential and non-residential customers remain unchanged.

The Commission noted that its decision to freeze water tariffs at 0% for all customer classes—including residential, non-residential, commercial, and industrial—was based on a careful analysis of the same indicators.
