Government Signs MoU for Prisoners to Produce 12m Sanitary Pads for SHS
The Ministry of the Interior and the Ministry of Education have signed an agreement. This agreement will help produce school uniforms, furniture, and over 12 million sanitary pads for schools in Ghana.
The agreement forms part of government efforts to reduce costs, ensure value for money, and strengthen production within state-owned institutions.
Under the MoU, the Ghana Prisons Service has been assigned a key role in the production process. The agreement grants a minimum 30% concession for the production and supply of school furniture through the Service, as well as a minimum 25% concession for the implementation of the government’s 2025 Free Sanitary Pad Initiative.
Speaking at the signing ceremony, the Minister for the Interior, Muntaka Mohammed Mubarak, said anchoring production within state institutions would promote transparency and accountability in public procurement. He stressed that the arrangement would help the state achieve better value for money while strengthening internal industrial capacity.
The Director-General of the Ghana Prisons Service, Patience Baffoe-Bonnie, described the initiative as a major step toward reducing recidivism. She explained that the programme would provide inmates with vocational skills, income opportunities, and discipline, ultimately preparing them to reintegrate into society as law-abiding citizens after their release.
Minister for Education, Haruna Iddrisu, disclosed that the initiative aims to produce over 12 million sanitary pads for schoolgirls nationwide. He assured that the Ministry would secure the necessary budgetary support to enable the Ghana Prisons Service to carry out the production effectively, adding that future procurement decisions would be guided by the MoU from 2026 onward.
