GTEC Withdraws Recognition of ICAG Over CEO’s Disputed Doctoral Title
The Ghana Tertiary Education Commission (GTEC) has immediately rescinded its acknowledgment of the Institute of Chartered Accountants, Ghana (ICAG), pointing to the ongoing use of an unearned doctoral title by its Chief Executive Officer, Mr. Eric Oduro Osae.
In a letter dated January 8, 2026, and signed by GTEC Director-General Prof. Ahmed Jinapor Abdulai, the Commission ordered ICAG to cease operating as a recognised institution, adding that all certificates issued from that date would be deemed unrecognised.
According to GTEC, the decision follows a serious breach of quality assurance protocols after a recent media profile described Mr. Oduro Osae as holding a Doctorate in Political Economy. This was despite a prior directive issued on October 13, 2025, instructing him to stop using the academic title “Dr.” after investigations found that doctoral certificates submitted from the Swiss Management Centre (SMC) and Universidad Central de Nicaragua (UCN) were invalid and unrecognized under Ghana’s tertiary education framework.
The Commission cited inconsistencies such as missing credit hours, unclear grading systems, unverifiable course structures, and unresolved questions about the relationship between SMC and UCN.
GTEC further noted that conflicting claims of doctoral qualifications from the University of London, SMC, and UCN could not be substantiated with verifiable documentation. While stressing that the withdrawal of ICAG’s recognition is reversible, the Commission said corrective actions must be taken to address the breach.
The move comes days after ICAG announced Mr. Oduro Osae’s appointment as CEO, effective January 5, 2026, describing him as a seasoned chartered accountant, lawyer, and governance expert with a Doctorate in Political Economy.
