Supreme Court Suspends GN Savings Licence Restoration

The Supreme Court has temporarily halted the enforcement of a Court of Appeal ruling that directed the restoration of the operating licence of GN Savings and Loans, pending the determination of an appeal filed by the Bank of Ghana (BoG).

The stay of execution means the Court of Appeal's decision will not be implemented until the Supreme Court reaches a final verdict on the dispute over the financial institution's licence.

The legal battle stems from the Bank of Ghana's decision in 2019 to revoke the operating licence of GN Savings and Loans as part of the country's banking and financial sector reforms.

On May 21, 2026, a three-member panel of the Court of Appeal unanimously ruled that the central bank had acted unfairly in revoking the company's licence. The appellate court consequently overturned an earlier High Court judgment that had upheld the Bank of Ghana's action.

Dissatisfied with that decision, the Bank of Ghana filed an appeal at the Supreme Court and sought a stay of execution to prevent the Court of Appeal's ruling from taking immediate effect.

By granting the stay, the Supreme Court has preserved the existing legal position while it examines the substantive issues raised in the appeal.

The case is expected to have significant implications for GN Savings and Loans, the Bank of Ghana, and the broader financial regulatory framework, as the final judgment will determine whether the company's operating licence should be reinstated or the 2019 revocation remains valid.
